The know-how to do this (stitch people's faces up from an existing database has been existing for many years). Nvidia brought out a paper in 2017, on using Generative Adversarial Networks (GANs) to create faces:

Not only this, there are also applications using a minute or more of a persons voice input to generate speech in the person's voice:

Add similar tech. which was used to bypass fingerprint authentication even in high-end mobiles using characteristic fragments of fingerprints from a db and you have fully virtual human biometrics or worse, impersonation of existing humans, which would be very difficult to detect!
