my question here is to How to Use Non-CC Videos and Editing Videos and posting in youtube without breaking any youtube policy

1. Re-create the video and make a lot of edit as Picture in Picture. Do the same with the audio or just replace it with yours.
2. Always make statement when possible to say that you use that Non-CC video for your specific purpose (if it's not for profit, it'll be fine usually). Or...
3. Pay attention with your video keywords and avoid the same one with the original uploader or content.
