What is it trying to sell?
I don't get it.
I think this might be a method to get local clients, but I'm not sure. I'm with you in that I don't totally get it, either.
I know Gary Halbert was a huge fan of using postcards back in the day - send a postcards out en masse that got people to call a 1-800 number for a pitch of some sort. Maybe it's a modern twist on that?
Hopefully someone else can give the basic rundown on what you're selling with the postcards.

The course is about signing up local businesses to advertise on a shared postcard that will be mailed to people that have just moved into their area.
It's a way to introduce 'new movers' to local businesses in the area (restaurants, dry cleaning, etc.), while helping local businesses get more customers. You get paid from selling the advertising spaces on the postcards... usually around 13-15 spaces, for around $50-$75 a space.
Since these are smaller mailings, and the course includes postcard templates (that minimizes the need for a designer)... the costs to produce and mail these cards are low enough for this to be a foot-in-the door strategy to get local business clients.
Hope that clears it up a bit.
