This one seems more than that,If you check his YouTube channel he already have a video where he shows how to set the ads on snapchat,So he won't sell something that he already gave for free.Plus the popads course you talked about for some reason he don't offer it anymore for sell,Maybe he got complaints about it,You can check his courses here:

Yeah just saying be careful with this guy, he is a very shiny products person, I have seen a few of his courses and never have I thought they are worth even a GB price let alone what he sells them for. I have his mobile one and its shit IMO. You learn more by going through case studies. Check out affbank and afflift, luke peerfly and affiliate fix.
