The best CMS can depend on what you are developing and the scale of the site but for most sites I'd go with WordPress.
Its got such a large selection pf plugins and community of developers that there is not much it can't be made to do.
Plugins such as Yoast make the core elements of SEO optimisation easy and if you really need to do something custom then there is normally lots of help online or you can find a WordPress developer for a relatively low cost.
