Just tested, seems to be working just fine with the theme.

The owner claims "The Builder in addition to being part of our theme, it can also be purchased as a plugin which will allow you to use on any third-party WordPress theme." but I noticed some people having issues with certain kinds of themes so be aware.

There is a lite version of it for free and apparently the plugin is included with each of their theme packs.

Would this be compatible with other xml files produced for another builder? I ask because I purchased the xtreme builder along with OTO's 600 themes/xml files in total. Problem is all that I ever got when trying to install the plugin was a mass of errors and all of my other WP sites screwed up

I honestly don't know, anyway I found at least the updated theme I was looking for, seems to be working just fine on my end.
