If you have a BitDefender which did not allow you to fully uninstall the software, you have to download the uninstall tool from the Bitdefender that listed on their website:

I have tried with Iobit uninstaller also unable to fully uninstall.
Bitdefender software that I used: Bitdefender Total Security 2019
Before I forgot the link, I posted it here for future reference.
