Often packages like this are scraped from social media sites like Tumblr, so there is no license and you don't have the rights to use them. The pictures are often bad quality and have watermarks to other peoples websites on them so they are kind of useless.
Having said that, some people still find use for them. Just use them at your own risk and don't use them on an account that you want to keep. Only use them on accounts that you don't mind losing.
