Looking for your best advice:

I was given a list of 2,000 recent buyers from a friend that he emails and makes money with multiple times a week. These are confirmed buyers not just optins.

My question is what is the best strategy to utilize the list.

I don't think I can just start cold emailing them from my auto responder account without getting a bunch of complaints... also keeping GDPR in mind :(

What the safest and or best way to get them on my list legitimately? I have zero experience with setting up and running an email server or interspire and warming up IPs and all that is required. Should I pay someone to do this? Knowing they will probably sell my list or start spamming it for themselves.

I could have someone email them with their email server with lead bait and get them to come to one of my sites... Hoping a percentage will actually optin.

What would you do or suggest to capitalize on this buyers list?
