No, you're not. But since it's not against the license or Udemy's terms of service, and udemy's sales make it more accessible, it's a win-win for everyone
However, I'd just like to point out that while the videos are PLR content, I'm constantly adding resources that I find useful that didn't come with the original video course!

Sadly there are too many 'courses' at Udemy now that really are nothing but sales webinars, slightly reformatted for selling to the trusting, unwary 'students' - and:
All the things popping up there which are nothing more than glorified recipes and such.
If I need a soup recipe (and since I have internet access and can read...) I can easily get what I need without any 'course' - further, if it is complex, I could print said recipe so as to make it useful in the kitchen as I cook.
Must of the junk IM/MMO stuff currently around could easily be summed up into a single page document rather than gigabytes of uselessly unhelpful videos;
Even -IF- anyone bothered to slog through so much video and stayed awake somehow through all of it - the retention is likely to be so poor as to require numerous replays...and that is also only valid if the content itself is valid.
A very poor state of affairs IMO - sure, staying within 'the rules' is great, no doubt very profitable for Udemy to allow any and everything...

That I agree with. There are a lot of courses out there that can easily be summarised in one document. I do my best to use PLR courses that provide value one way or another, and add resources that I personally find useful on top of that - whether it's eBooks, lists, audio files or anything else that might help someone. It also means sitting down and watching every single PLR course to decide whether it's worth it or not! I have so many files that aren't worth the hype around them.
At the end of the day, profit is great, but it's not worth it if you're offering junk. ¯\_(ツ)_/¯
