How do I handle local SEO for a client who is serving New York City

Client may be located somewhare in New York but New York has 5 boroughs and client serves the entire New York City.

Manhattan (refereed to as New York), Brooklyn, Queens, Staten Island and Bronx.



Queens is referred to as various neighborhoods, Forest Hills, Rego Park, Flushing etc.

Do I need a separate page for each borough?

What about Queens?

What if they do multiple services? Do I need a separate page for each service for each borough? How do I make sure I don't have duplicate content.
