But we can't get hi-res photos this way. We get only low-res pics. In shutter stock, we can get very hi-res pics which are like 8/12 MB in size.
Is there any way for that?

I know it, but what u need we will need money LOL :)
Where we get these free shutter stock images? - From facebook advertise :)
So, they just provide 1000x1000 pixel. These images very helpful with who design something or others job.

Why we need vector or very high quality images? - Because we need for bandroll, for which bigger :)

So, these free images just for web, or some design works.
