I noticed that, too. It was a bit difficult to read because of that. It appears that this was somehow "copied" from the original source and not by using photos or whatever. I think when they put this book on PDF, they used some sort of program that didn't work well with the program the original book was written with. I'm no techie but that's what it looks like to me.
