What script or wordpress plugin that allows one link when clicked, will open 2 tabs? or one will open a new tab and other will remain but opens another site?

I think you are talking about custom Popup code. Do you have any example?

In the WP repository just search for "External Links". Once you click on the link a new tab or window will open with that link while your original website will still be open.
