download GET WAMP Developer Pro 5.4.0.1
Instructions:

For local developement, it is faster than the bitnami wordpress stack and if you plan do code themes, it can also work with dreamweaver.
For live websites, get a vps and install liteserver for the ultmtimate speed or openserver and your site will be 80% faster than most paid webhosting providers out there

Windows VPS are good to run apps but if you can figure out a way to use the windows emulator, the one that can be installed in linux, then you are golden to use a linux vps.
On the other hand, a native linux vps is a must if you plan to build sites for speed using this
