At the end page of the link there's a post with portable apps. Downloaded PS and scanned it with 3 anti-virus. No problems so far

I'm getting a 550 error code ...

This seemed to install ok (from the ftp site - thank you)
however i can't use it as it's in a different language

So is it possible to change the language within the program
or is a completely new installation required from elsewhere, to
get it to English

If it's not possible to alter the language within the program, it's
a real shame and just have to discard it - but it would've been
good to know this in advance, as a lot of people are spending a
lot of time trying to get this installed thinking it's English

Here's the solution to change to English;-

Rename the file:

tw10428.dat

it´s inside of:

C:\Program Files\Adobe\Adobe Photoshop CC (64 Bit)\Locales\ru_RU\Support Files

add XXX before like this:

XXXtw10428.dat and save.

Start photoshop and it will be open in english as default language.
