I just tried. Virginia edu email still work, but you just have to wait for 12 hours I think.
After I finished signup, I try to signup office 365 education, and the message is: Your IT department has turned off signup
But, next morning I try again, and I can access the office 365 now

Yea, got 4 edu mails to create 4 new accounts
The method with @email.vccs.edu doen't work any more.
I'm getting the following message from signup.microsoft.com
