no any way you access it from which country where paypal services not allow so you need to verify your identity then you able to remove your limitation .
wait 180 day then your balance payment release again.

OF course, you have to pay for this job. But PP can be reinstated ONLY IF it is blocked on grounds of lack of ID. If suspicious activity or other fishy shit, no docs can help you. You can give it a try if your money is a lot.
Photo ID and Address verification is very is to fake. (I do this when my paypal account got limited and it works)
But I do not have an idea with that SSN as there is no such thing like that here in my country.
my suggestion is to wait for 180 days. And then you can get your funds. Don't go for fake things
