Not necessarily, but you have to install the free plugin elementor (search for it on the plugin's page in wordpress dashboard ).
After that upload and activate the blankpage zip file (it's the plugin actually).

The others zip files named element_template are not needed so far, they are elementor templates. You have to unzip them and upload the JSON files inside them suing the "import template" option in the Library page of the Elementor settings page. Go to Elementor --> Library--> choose the Import Template option and upload the templates you want. they are optional and are premade page templates.

But basically you only need Elementor free version plugin + blankpage plugin.
