Hello I have question about Google play ads policy. Or somebody is using propeller ads inside webview apps? This is how ads looks like

So it is like push notification ads, but it is not. Ads appears after starting app, if person clicks cancel it will not appear until app cache cleaned.
Question is or it is safe to use, or google play policy always like this ads? Or maybe somebody using like this ads?
