If you download the free version on Mautic.org and install it on your own server there is no limitations . With the paid version you will have access to the Mautic support team. I use the free support on the Mautic community forum.

Yes combine Mautic and Hubspot (Both Free versions) and you have a powerful CRM/ marketing system that would cost you thousand on other platforms.
