That depends on your backlink's reputation and domain reputation of backlink

But If big G don't detect it. You're all right.

Any backlink that dont look natural to google have a negative effect. So buying essentially is a blackhat practice in googles eyes.

Google does not approve buying links, more over it is against it.
But if you choose a good link building service suggesting naturally placed links at pages with content Google will consider them to be natural. That is why link building is a hard work.

No google doe not allow backlinks. Only the approved backlinks are accepted by google.
I think there is no chance in google for buying backlinks.
