The friends and family feature is not available in many countries. I would suggest you go to a website like coinbase and buy from there.
There are android apps like zebpay and unocoin which offer similar features.
Besides, no one will risk getting a chargeback from you in paypal.

It is just my opinion since PayPal is reversible so many people may not like to sell bitcoins using PayPal.
