It opens in chrome as a PDF with options to save them.

You copy& paste the link into IDM. Done!

And in order to download and read the files, I did the following:
- Download both files posted by OP: Right-click and "Save Link As..."
- Once saved, just rename the files and add ".pdf" at the end. In other words, rename them to EOP1.pdf and EOP2.pdf

That did the trick for me

You don't need chrome to open the files, I opened it fine in firefox. takes a bit of time to load but loads all the same :)
