Can you use a throwaway host with interspire to do a "pump and dump" of emails from a 70k list to send out offers very quickly and get ROI? I don't care about the host getting blacklisted and would just spin everything

You could try it, but honestly, this type of strategy doesn't work well anymore. Anti-spam filters have become too "smart", most spammers don't stand a chance unless they're really good at what they're doing.
If you send out those offers too quickly, the first few thousand emails will go straight to the spam folder and the rest won't even get that far.
