It's hard to tell which is the BEST tool, as this is mostly decided by the stages and conditions.
However, personally I recommend SENuke and GSA serial to make some fast backlinks, and IFTTT for SNS automation.
The strategies are more important than tools, when it comes to link building.
WebAuditor in SEO Power Suite is a nice choice to audit your website from many angles.
Another tool is the Top Ten Analyzer module in IBP.
Of course, we should not forget the famous Screaming Frog.
A search of in this forum will help you to find these tools above.
There are also several other online tools to audit your site and pages, such as SEMrush, zadroweb, woorank, etc.
