I bought this 3 days ago, I am still waiting for my access details after six requests for a password.
I will give one more day then if still no response a chargeback will be issued.

In answer to the costs question; You will need to setup an account with mobile unlimited texts, Also a new or used Android smartphone to send texts from.

So in a nutshell YES there are additional costs involved.
