According to the comment posted in his blog:
this post is factually untrue. You can create an inline unpublished post in the normal ad manager, bring up the power editor, go to "page posts," grab the post ID and run multiple adsets to that inline post using existing post ID.
You can also publish ads made in the Ad Manager from the exact same method that you used to create your "archaic" method of creating a post and publishing.

the very first screenshot in this post, in the top left you see "Create Ad" which is bolded. Right next to it is a link to "Use Existing Post". Click that and there will be a link to use Post ID. Page where you create the unpublished post mentioned in this article has the post ID which you can copy and paste. There is also a drop down on that link.
