Just got sent the eBook and I think for $15 it is excellent value. For $25 it would of excellent value.
It clearly outlines a simple method that will enable you to acquire Top level domains for free and also find low/no cost hosting to use with them.
It also covers the basics of creating a PBN site - the author advises you to check out some other resources as a well.
As with all "Free" methods the pay off is you need to be patient as you will not be able to register the domains instantly - it will take some time.
However if you plan in advance and dedicate say 1 working day you could easily do this process enough times to get enough domains to gain 10 - 15 domains.
There are a lot of ways to monitize this - building niche specific PBNs for low cost was my motive but I can see a few ways that this method will benefit me.
It was a good investment and something I am going to be putting some time into and hopefully reaping the results.
