Try Inkscape should be relatively easy to do. It looks like a vector as well, so as Inscape is free it's your best solution. There is of course Gimp but I've found that unweily and too cumbersome. Another software that has a free version is Sketchbook pro you could scribble something in there then trace it into a vector within Inkscape.
