The long and the short of it is:
Get signed up to safelist sites. In the report he recommends List Joe and Get Leads 4 Free .com. You will build your list with it.
Sign up for Gumroad which is a payment processor similar to paypal but with more features. You will use this to sell reports to these lists.
Get accepted into Maxbounty and whatever Pay Per Lead business that will take you. He also recommends Clickbank and Clicksure but I heard from others that Clicksure sucks so tread lightly with those guys.
So build your list with safelists. Begin by promoting Zip submit and email submit offers to your list. Then, promote lead magnet type of reports (using PLR) and charge a few bucks for them to segment buyers from freebie seekers.
Build a relationship with your buyers list. Continue promoting CPA, PPL, and cheap reports to your freebie seekers, rinse and repeat.
