sIMplified: Correct. Just make ample Widgets for each type of Page/Post.
eg. 1 widget for Fitness for 40+, and another for Fitness for Pregnant Women.
Then use any free WP plugin for Page/Post level scripts.

So just to be clear, along with the use of that WP Page/Post plugin - PushLotus can have multiple 'Opt-in' Widgets added to the different listings of a single directory website (vs. needing to use multiple sites)? Then, for example, each widget can be separately defined for each business or category, which the site visitor can then choose between in deciding the notifications they would like to receive (or not)? In my case, local directory members can have their own push notifications widget assigned to their listing/post whereby I can then manage the pushes and charge them a set-fee :-D (For now, I won't even mention the Widget code can be placed on their websites, and centralize everything on my site.)
This confirms what I believe would make PushLotus work for me, and will look into the Pro-Dev Unlimited for now, until seeing if I should go for the White Label edition for the long-run.

- You can configure each widget by customer name.
- Schedule all notifications for individual widgets by keeping this in Sales Plan to ensure customer provides notifications by each Monday or 2nd Monday of each month (depending upon weekly or monthly packages you offer).
- Decide one-off discounted fee for AdHoc notifications.
