Yes, you can do it but it depends who's site or software it came from. You must make sure it is proper for your niche and has all of the terms for that niche stated.
Of course you would not want to copy TOS from a porn site to a site selling children's car seats. Go to several sites and see what they have especially in your niche.
Also, all of my web sites refer to my domain, email address or contact page in the TOS several times. Make sure to replace any domain name or email address or special links with your own. It can be pretty lengthy so what I do is copy it to my notepad ++, and do a find and replace!
Google will also not dock you for having duplicate content in the TOS, but will if you do not have one. It also essential to have a Privacy Statement and some kind of Disclaimer if you are selling something to CYA!

You can reuse it with some modifications. It is good to noindex these pages from search engine crawls :)
