Copyright Issues depend on the country the streamer live in / stream in. France for example has strong rules and you might need a "licence de diffusion" if you stream for commercial purpose. In general the copyright laws apply to Persicope streams in the same way they do for music or written tales. Without permission of the original creator, the streaming is not allowed at all.
Especially streaming on a concert or sports event is against the law, at least in France. So In my opinion you need to ask for an approval from the streamer before you can use his video !
