Thanks buddy But I am not a coder too happy looking for a ready to use license manager already built that simplify the works!!!

you can if you take a fingerprint of the machine and send it to your licensing server. then you can restrict access based on system id (sha1 sum of network interface MAC address + cpu id for example). however ioncube is not secure and there is really no php protection that can't be broken as of now. there are even services that decode ioncube, zend etc so you don't even need the skills to crack, you can just outsource it.
you didnt state which language the plugin is coded in nor what its for.
generally if you are not a coder then you should hire one to do this for you.
