Google PageSpeed Insights is a Chrome extension that analyzes web pages for good performance practices. Using this tool, you can quickly tell how efficient a web page is and what issues need to be addressed in order to improve performance. From my experience, it is almost impossible to catch the perfect 100 PSI score, especially if there are another site content (such as Google Adsense, social stream, etc) on your website. It is more important to decrease the time loading (below 2 sec) than trying to have a perfect score.

Just a note - you no longer need to install a Chrome extension for Pagespeed in the browser - its already built in on the far right top menu of the Developers Tool - In case anyone gets confused.
