I got a big list of USA Online Shoopers , I am newbie in email marketing , i want some help/advice from you people how to monetize this list , I have joined some CPA network so i am thinking of promoting CPA Offers , also i feel that this list needs to be cleaned first . . can you people please advice me ? i am also open for JV with expert with 50-50 ratio . .
It looks like you already answered your questions...clean the list and send some offers from your CPA networks.
send them offers or affiliate products and weekly newsletters
I would setup a autoresponder to carry on a conversation email them over a weeks time and watch for the sales. If you want to jv pm me ill help you. I have everything we need vps smtp and tools.

is that list genuine?
how many email ids do you have?
if you have a big email list then split it i mean of you have 1000 ids then create two text file and add 500 ids in each now you have two lists.
now visit verifyemailaddress(dot)org to verify real email ids.
now you will need an professional email service like awber, (Dont try to promote via Gmail or any other free service) if you are using free service then your emails will go into spam folder
sign up for aweber (aweber is best for email marketing)
there are various plans from $1 to $150
sign up for some CPA networks (vcommissions, icubewires, w4, peerfly, sensedigital, CPALEAD)
once your a/c is approved you can contact your account manager to
Activate specific CPL offer for you
Now log in to your aweber a/c
Import you both the list
Design your email template
Insert your affiliate link and earn $$$$$
