IT IS LOCATED AT THE TOP AND IN A SECTION MARK "IMPORTANT THREADS" FOR A REASONand marked [INFO].

In summary, it is permanently on top for easy access so newcomers can see it is IMPORTANT INFORMATION on HOW TO SEARCH FOR EXISTING THREADS ! That way, there won't be a bunch of repeated threads all being the same course, over and over again.

TIP- since your not using brackets, I must assume you ALSO didn't read the thread located below that one, titled-

You probably missed it, because it was hiding on top, Highlighted in a bright yellow, and covered with '< >' symbols which obscures the capitalized 'READ FIRST' in the title.

a common mistake. Perhaps should list these something else besides labeling them 'important threads'
maybe 'LOOK ! FREE VIRTUAL PEPSI' or 'We Verified Your Mother's Address' or 'EXTRA SECRET SECRETS'. LoL...
