Will the previous owner still be able to use the license? or if something went wrong (license related problem) in the future, who should i contact? the creator or the previous owner?

I don't recommend you to buy the license from someone else, the last time that i have done that, my license got suspended.
There is a limit of 1 usage at a time and most of the time, the seller sell it to multiple people and after a fews month/weeks the license is suspended and the seller run with all the money.
