To answer your question.
Nope this is not a script to be installed to WP.
In fact, you don't even need a WP site.
This product is created by Brett Rutecky and is being sold at $29.95 per month at

Once you purchase you will be given login, and have your own membership access. Access is through your facebook login.
In your membership site, you can create your own links or buttons.
When your subscribers sign up through your link, they will be notified whenever you have a message to send to them.

The notification method is via Facebook's Notification tool bar.

Let me give you an unrelated example.

When you log in to bbhf, you see the red bar staring at you:

There is no subdomain or any installation required.
You login and register to Notification Pro via your FB login.

Update: Notification Pro is fully SSL certified. You don't need your own individual SSL certificate.

Also there is training how to
1) Create an app on FB
2) Adding your app to Notification Pro
3) Making a button and adding it to your site
4) Sending a notification
5) Creating an autoresponder

So you can see, the whole process process is using FB API.
