That's a pretty strong and sweeping generalization to make against fellow members don't you think?
As valuable as mirrors are, members elect to create mirrors when they choose to do so on their own dime. The fact that mirrors may not have been made up to the point you highlighted it could be indicative of any number of things and reasons best known to them.

I'm tired of going to threads and seeing links in the OP go dead and not 1 person decided to create 1 simple mirror. Especially members with "uploader" in their title. I'm noticing lately it's the same few people creating mirrors. It never used to be that way. It's pure laziness by some of members here. There's no reason a thread goes to 2 pages with no 1 mirror of a share that is only 225 freaking mbs. Nothing but leechers in the freebies, this is why some members are reluctant to share here now. You don't have to agree with me, but it's the truth.
