I'm stuck on step four, I can't extract the .swf file. Am I missing a program?

Just extract it from the zip file like you do any other files.

OMG. Now I'm getting this error; This webpage is not available

ERR_CONNECTION_REFUSED

Currently on step 5a as noted in the setup instructions, but when I paste the code into the browser I get that error. I've already put license folder from the crack folder to the default C:\xampp\htdocs installation folder. Any Clue what's going on here?

Says I need to connect to internet to verify my user name and password.
