I can't see how anybody couldn't make money with this model. The demand
for content is always increasing and good content providers are hard to
find. And guess who will be filling this demand?

Can you say re-run? This business model has been written about and done to death. I know this exact business has been around since the 1990s - at least! I am only writing a review about this because arbitrage definitely works, and I use some variation of it in my businesses daily. I swear by it and make money with it, but I don't use tired, worn-out ideas and strategies like this one.
This badly (really badly) written ebook is about the old "get writers for nickels and flip the content for a few more nickels" business model. (The writer is based in Canada and has special trouble with the word: trough.) It is through, which if he proofread or used people that did, he would know and have corrected it.
There is lots of more recent stuff about how to write content and flip it using better tactics and for more money posted on the forum now. Catering to buyers in the WF and DP is a sure way to get to advanced old age through lots of stress - FAST. The people in these forums are the biggest chiselers and low-ball buyers on Earth. They want superior content as long as it costs them $5-$10.
If you've never done content arbitrage before, this poorly written ebook might give you a few insights about how it can be done. It is strictly for newbies and this is a very tough, competitive business market. This is where all the competition is - because the market is driven entirely by price. Quality is secondary. Even newbies know quality content can rarely be found at these prices.
As for cross-selling his services, I know I would have no interest in the OP's services. Even the worst content my VAs produce is better. If you are going to promote your writing services, it is a very good idea to actually be able to write - at least a little. If you are going to write content, buyers will expect decent spelling, grammar and punctuation.
There are too many products like this one that have been around for decades, and too many look-alike services like the one I am sure is being offered here. And in case you haven't noticed it, there is a huge demand for higher quality content because Google has really locked-in on the poorly written stuff, and striking-down sites that are built on it.

I am grudgingly giving this one star because the model is doable, but the method is ancient and only suitable for NOOBS or people that like punishment. It has lots of flaws in the business model itself, and comes completely off-the-tracks when you get to near the end and he forgets this ebook is supposed to be about arbitrage - not site-flipping. It is better, wiser and lots more wallet-friendly to produce and flip much better content than what $10-$15 buys these days. That is where the desirable buyers are, and they are much easier to deal with too.
Out of interest, I checked in the WF's Warriors for Hire section looking for this guy's sales thread (since his method recommends using WF almost exclusively to resell the content.)
So basically he started using his own method, flaked out after a month leaving his customers out of pocket, disappeared for 6 months then turned his failed business model into a WSO.
You kind of have to admire his chutzpah, that takes some brass bollocks.

The "flame-out" rate for writers AND the services is off-the-charts for all the reasons I've outlined. It is a constant juggling act and, if you aren't the super-organized type - this is totally the wrong business for you. It is low-dollar, high pressure arbitrage, which is the exact opposite of what arbitrage is supposed to be.
You have to be able to handle volume, abusive personalities, re-writes, and a ton of other crap. Apparently, he could not make the connections he needed to get it to work. It is not as easy as he (and others) make it sound. You have to find ALL the dots to connect or it won't work, which means you are the one that gets to do all the writing and order fulfillment.
I have not seen anyone on the WF, DP or anywhere where low-priced content is sold last for very long. (months, at best)
Have to agree with the previous reviewers. I constantly need content and I have tried Fiverr, iwriter and a couple other sites.
It has been my experience that when I do find a great writer who works cheap, the relationship very seldom lasts. They usually move on to make more money. I also do not want to waste time by sending articles back to the author for improvement.
In the end, I developed my own network of freelancers and give them consistent work and pay them a decent wage - between $50 to $100 for an 800 word article, depending on the subject - healthcare-related articles pay best, and consumer software reviews are in the low end.
This business model - paying a high wage for US writers and then charging a higher price to the end buyers - in this case, I would have to charge at least $100 to $200, would probably not work because there are so many places that offer cheap article services and most people do not care about buying crap.
And to all my BBHF bothers, I am not hiring new writers at the moment, I just wanted to share my experience as a content buyer.
