This is definitely a high quality product that will help any type of marketer, similar informations are being shared on courses that costs thousands of dollars.
This is just common sense, not very eye-opening, no real secrets or tips, just pretty standard stuff.

Does udemy have a rule that a certain % of a course has to be completed by the student before he/she could leave a review for the instructor? If so, what is the %, is it 75% ?

There is no limit set by udemy. If you ask me , to be able to offer a real and honest review to a product you need to watch 90%-100% of the course and share your opinion first with your instructor then leave a review.
