I have used Seattle Clouds before with other resellers so I know how this works, you can actually share log ins.

AFAIK there are no extra payments to send out push notifications. I don't see how that screen shot shows anything in that regard?
I've signed up to a great SC White Label on this forum -mariastone. 14.95 per month for UNLIMITED APPS and there are no extra charges for push notifications or anything else.
