Where to see "allowed country" list.
What are the monitization methods / options?

He basically means if you belongs to a country where warezz linking is allowed like Netherlands, Hongkong, Russia etc, go for it. If you are living in USA, UK, Canada, India etc where warezz linking is not allowed, just leave it.
