I have an idea for software that I would like created. Not sure whether it would be better as online SAAS or a downloadable software. I did study programming briefly in college, enough to understand programming logic and such, but not enough to create anything.

Regardless, where would be the best place to find someone capable of doing the programming? What kind of prices should I expect to pay a programmer? Any downside to hiring someone outside of the U.S.?

I would try freelancer.com and make an invitation offer. - sort of a private bid. you set the specs and start talking negotiating with people.been working with a company lately and I have had all the needed support and timing.

Did you find out any info about whether its better to create software as online SAAS or a downloadable software?

From my point of view I'm thinking updates would be easier on a website and maintenance would be easier...

If you use a SAAS then they are going to charge a fee,
if your happy with that then that would be a lot less maintaining as you mention,

with Downloadable software you can make it more personal/professional,
plus you will learn a ton of great little gems and wisdom along the way that will come in handy for future projects/development ;)

as for prices this is going to be dependent on the developer you choose,
some may charge as little as $5, where others will charge from $50,
as mentioned above by Jalex freelancer is a good place to start :)
