Your issue is related to Timezone.
Set correct Timezone for your domain in Cpanel / Plesk or what you use.

I am logged in, and when I try to start a project, it finds NO templates, and when I try to create a blank one, IT TELLS ME I NEED TO BE LOGGED IN...???

Anyone else have this issue?
