Paid for a digital product via PP as far as I know PP do not refund in these cases.The product was not delivered for almost a month.

30 days might be passed the refund window, but if you file a dispute they have to return no matter what, even if they have a no return policy.
there paypal funds for the amount your refunding go into hold when you file a dispute.
contact their support and let them know of your situation...
Yes, I do agree in filing a dispute. It might take a few days for the processing, but if vendor don't respond in a timely manner, or don't reply at all, you'll get your money back.
