TIP: Create a free version of plugin and submit it to the Wordpress plugin directory. If people like it, they will buy it and you will start to make some money.
For hosting and domain, you will need to invest a little bit. There are some great promos available.
The only one I could think of right now is hostgator. You can sign up for a penny for your first month, but you will have to look for the coupon.

A dynamic exit popup plugin maybe? If you want a serious JV buddy, you need to supply some sort of detail. I can get 5 different PLR licenses to wordpress popup plugins, which are currently ALL OVER the place (oversaturated).
I hope your plugin can make eyeballs pop out then that's something worth considering.
